The Protein Paradox: Washington Wants Americans to Eat More Protein — and Fewer Processed Foods

On January 7, 2026, the USDA and HHS released the Dietary Guidelines for Americans, 2025–2030. In a single document, the federal government handed the better-for-you food industry both its biggest tailwind in a generation and its most uncomfortable question yet.

Start with the tailwind. The new guidelines set a protein goal of 1.2 to 1.6 grams per kilogram of body weight per day. That is a meaningful jump from the long-standing Recommended Dietary Allowance of 0.8 g/kg. Do the math on a 165-pound adult and the target moves from roughly 60 grams of protein a day to somewhere between 90 and 120. The guidelines also brought back a pyramid graphic — this time inverted, with protein and vegetables on top — and rehabilitated full-fat dairy, eggs, red meat, butter and tallow after decades of low-fat orthodoxy.

For anyone building a protein snack brand, that is close to a policy endorsement of the entire category. Consumers were already moving this direction. Danone's own consumer research found that the share of Americans consciously working protein into their diet climbed from 59% in 2022 to 75% by early 2026, making high-protein the most commonly followed diet in the country. CoBank has pegged the price premium on a high-protein claim at around 12%. Now the federal government is telling shoppers, in print, to eat more of it.

Here is the uncomfortable part. The same document tells Americans to avoid highly processed foods, refined carbohydrates and chemical additives. Its tagline is "eat real food." Previous editions gestured at this idea through the language of nutrient density. The 2025–2030 guidelines name ultra-processed foods directly — and that is a category most protein bars, cookies and shakes fall into by any current definition.

The definition nobody has finished writing

The awkwardness is compounded by the fact that "ultra-processed" still has no official U.S. meaning. FDA and USDA issued a joint Request for Information in July 2025 asking for help building a federal definition. More than 5,000 comments came in, and the divide was predictable: public health groups pushing for speed and breadth, industry groups arguing that existing frameworks like NOVA sweep up foods no reasonable person would call junk. As of this summer, FDA officials have publicly acknowledged the exercise is harder than expected, while confirming they don't intend to ban the category outright. Reporting suggests the definition may arrive as a research tool rather than through formal rulemaking.

Whatever lands, it won't stay theoretical for long. Secretary Kennedy has signaled that a UPF definition would feed directly into front-of-pack labeling — he has floated a red-light/yellow-light/green-light system evaluating "all of the ingredients" in a product, building on the Nutrition Info box FDA proposed in January 2025. Meanwhile the states aren't waiting. California's AB 1264 created a statutory UPF definition and began pulling "UPFs of concern" from school meals. Arizona passed its own restrictions for public schools. More than a dozen states floated bills in 2025 alone, most of them additive-based rather than processing-based, which means a product can be perfectly legal in one state and problematic in the next.

Processing is not the same thing as nutrition

The MAHA Report claimed roughly 70% of the more than 300,000 branded products in American grocery stores are ultra-processed. That figure is contested and the category is undefined — but the number tells you where the political energy is going.

It also exposes the flaw in the framing. A bar made from dates, almond butter, egg white protein and cocoa is "processed." So is a bar built on maltitol syrup, a novel synthetic fat and four gums. Lumping those together tells a shopper nothing useful. Most of the research linking ultra-processed food to poor outcomes is really describing calorie-dense, nutrient-poor formulations — not the act of extruding, blending or forming food.

That distinction is the opening. Brands that can demonstrate both halves of the new guidelines — real protein density and an ingredient deck that reads like food — are about to have a much easier story to tell than brands that can only demonstrate one.

What this actually means at the formulation bench

Five practical shifts we're already seeing in customer briefs:

  1. Shorter, more recognizable decks. The label is the claim now. Whole-food binders — dates, figs, nut butters, honey — do real structural work and read cleanly. Novel synthetic ingredients are moving the other way; we've written before about why we're skeptical of Epogee, and a regulatory environment built around ingredient scrutiny makes that skepticism look less like caution and more like risk management.
  2. Protein quality, not just gram count. FDA doesn't let you make a protein claim on total grams alone. Any protein content claim requires a %DV calculated against a Protein Digestibility-Corrected Amino Acid Score, using a 50-gram Daily Value. Ten grams of milk protein at a PDCAAS of 1.0 clears the 20% threshold for "high in protein." Ten grams from a low-scoring source may not clear "good source." Collagen is the classic trap — real protein, incomplete amino acid profile. Blends solve this, but only if you run the amino acid math before printing the box.
  3. Claim discipline on serving sizes. In June 2026, Danone sued Chobani in the Southern District of New York, alleging that its "20G Protein" tubs hit that number by inflating the serving size rather than the protein density. The suit is unresolved, but the lesson is free: in a market where 20 grams has become the psychological floor, competitors and plaintiffs' attorneys are checking your arithmetic.
  4. Fiber is the open flank. Nutritionists at Stanford and Harvard pushed back on the new guidelines partly for downplaying fiber, one of the nutrients Americans most reliably under-consume. Consumers have already connected protein to gut health on their own. A bar that delivers both is answering a question the guidelines left half-finished.
  5. Real fats are back. With full-fat dairy, butter and tallow no longer treated as villains, there's less reason to reach for fractionated or engineered fat systems. Coconut oil, real chocolate, cocoa butter and nut fats all deliver texture that consumers can pronounce.

The hard part is the manufacturing

None of this is difficult to write into a brief. It is difficult to run.

Strip the emulsifiers, gums and sugar alcohols out of a bar and you lose the tools that keep it soft on shelf. Whole-food binders bring variable moisture and higher water activity. Higher protein loads accelerate hardening through Maillard browning and protein-water migration. Cleaner fat systems bloom differently. Every one of those problems is solvable — with the right protein blend, humectant strategy, water activity target and process controls — but they get solved in a pilot kitchen and on a production line, not in a deck.

That is the real story of this policy moment. The guidelines just made the market bigger and the bar higher at the same time. The brands that win the next five years will be the ones that treated reformulation as an R&D problem early, rather than a marketing problem later.
